The decision this model makes

A role takes four months to fill and everyone agrees the market is tight. The applicant tracking system records the requisition, the applicants and the hire date. Nothing joins those dates to the cost of the seat sitting empty.

Time-to-fill gets reported as one average, which hides that two roles took three weeks and one took five months.

The model splits time-to-fill into the stages that produce it — requisition approval, sourcing, interview scheduling, offer — and prices each stage against the plan the seat was budgeted in.

Two of those four stages are internal, which makes them yours to fix. Neither of them is the one the market gets blamed for.
